Torridge District Council achieve necessary compliance and delivery of essential services through strong working relationships with a number of quality term contract providers.  These range from the complete out-sourcing of some services, through day-to-day reactive works to the occasional call off of repairs across the District.

We are currently looking for an experienced contracts officer to join our Property Team in the effective supervision, management and administration of our existing term contracts.  Reporting to the Property Manager, the post holder will be required to work on their own initiative in the day-to-day operation and supervision of the term contractors including:

•Effective monitoring and delivery of services required under the contracts and supply chains

•Optimising contract savings opportunities without compromising on service delivery

•Preparation of tender documents and contract specifications for the renewal of term contracts according to the evolving needs of the estate

•Thorough understanding of legislative compliance for the safe and effective management of premises, the public and the wider estate

•Identifying further opportunities for additional service delivery efficiencies through further term contracts or collaborative working with other agencies

Essential Criteria

•HNC/HND or higher relevant qualification in building, quantity surveying, construction or contract management

•Experience in the preparation, supervision and administration of term contracts and contract performance monitoring

•Thorough knowledge of procurement, tendering, evaluation and contract procedures

•A track record in budget management and the preparation and implementation of contract saving initiatives

•Preparation and submission of option studies, feasibility reports and business cases for the implementation of contract improvements

•Customer focused delivery of quality services to the public

Desirable skills

•Membership of a relevant professional organisation

•A project management or cost management qualification

•Use of project management and programming software packages

•Experience in leisure, grounds maintenance and premises maintenance contracts

•Hold a current and valid driving licence
